Consular processing still uses the State Department 2×2 inch (51×51 mm) frame — the same print size as a US passport photo. Full framing rules and rejection reasons are on our US passport photo page; this page only covers whether you need a photo at all.
The change is part of an identity-verification push aimed at reducing immigration fraud: a photo taken by USCIS at an ASC can’t be edited, filtered or generated. USCIS also stopped reusing older photos for many immigrant and naturalisation applications, which is why applicants who filed years ago are now being asked to attend a biometrics appointment.
In practice this means two things for you: don’t pay a photo studio for a green card photo if you’re filing I-485, and don’t use an AI-enhanced photo anywhere in an immigration file — USCIS and the State Department both reject edited and filtered images.

USCIS uses a wide definition. All of the following now count as self-submitted and are not accepted for an application filed inside the United States. “Only photos taken by USCIS or other authorized entities will be used.” If you were planning to get a green card photo taken before filing I-485, you can skip it — the appointment covers it.
- Passport-style prints mailed in with a paper application
- Photos uploaded with an online filing
- Photos taken at a pharmacy, post office or photo studio
- Photos you took yourself at home
- Do I need a green card photo for Form I-485?
- No. Since December 12, 2025 your photo is taken at your biometrics appointment.
- I filed I-485 years ago — do I need a new photo?
- Possibly. USCIS has limited reuse of older photos; if they need one, you’ll get a notice for a biometrics appointment.
- Can I use a photo I took at home for consular processing?
- Yes, if it meets the 2×2 inch spec and isn’t edited or filtered.
- Can I use an AI-generated or AI-enhanced photo?
- No. Both USCIS and the State Department reject edited, filtered or AI-altered photos.
- Does this change affect my EAD (I-765) application?
- Often not, but you may receive a biometrics notice — follow the notice you receive rather than this page.
